Solar System Incentives
California Solar Initiative (CSI) is a program designed to provide more than $3 billion in incentives for solar-energy projects with the objective of providing 3,000 megawatts (MW) of solar capacity by 2016.
There are 3 utility companies whose customers are eligible for the rebate funds, SDG&E (San Diego Gas & Electric), SCE (Southern California Edison) and PG&E (Pacific Gas & Electric). The California rebates are structured in tiers, so the more solar that is installed, the lower the rebates will become. You can find the current tier offering at www.csi-trigger.com
Instead of incentives based off of nameplate capacity, the CSI offers incentives based off of system performance by offering an expected performance based buydown (EPBB) and a performance based incentive (PBI). EPBB is an incentive payment that is estimated from expected system performance based on system specifications such as tilt, azimuth, standoff, and location. EPBB is intended for residential and small business customers and is offered in the form a one-time upfront payment. PBI is intended for large commercial, government, and non-profit customers and is calculated from actual system performance. It is mandatory for all systems 30kW and greater and is offered via 60 payments over five years. Additionally, systems that are rated less than 30kW can voluntarily participate in PBI. Total EPBB incentives are calculated by using the CSI EPBB calculator: http://www.csi-epbb.com. Incentives can only be collected from one CSI program per system and are not offered for a system that is in excess of the customer-generator’s needs.
SDG&E (San Diego Gas and Electric) is currently offering an up-front residential and commercial rebate of $.65/watt. For government/non-profit smaller than 30kW, SDG&E is offering up-front rebates of $1.40/watt respectively.
SCE (Southern California Edison) is currently offering an up-front residential rebate of $1.90/watt. For commercial and government/non-profit smaller than 30kW, SCE is offering up-front rebates of $1.10/watt and $1.85/watt respectively.
PG&E (Pacific Gas and Electric) is currently offering an up-front residential and commercial rebates of $.65/watt. For government/non-profit smaller than 30kW, PG&E is offering up-front rebates of $1.10/watt and $1.85/watt respectively.

Ten percent of the CSI Program budget, $216 million, has been allocated to two low-income solar incentive programs. SCE, PG&E and SDG&E are accepting applications for Track 1 of the multi-family affordable solar housing (MASH) program and the single-family affordable solar housing (SASH) program
Federal Tax Credit Incentives
The American Recovery and Reinvestment Act (ARRA) has extended and expanded the Investment Tax Credit (ITC) so that solar investors can recover up to 30% of eligible system costs. The Treasury Department has initiated a Federal energy grant that can, in some cases, be used in lieu of the investment tax credit.
